I would love to be able to switch output between my tv and headphones with voice. What it basically would have to do is to turn on/off tv in sound settings.
Is such magic possible?

It all depends on your setup.
At night, my wife and I watch Netflix; sometimes we listen via headphones connected to our stereo, other times thru the TV (which is hooked into a Sony soundbar) all depending on if my son is sleeping or not.
The TV has a chomecast device plugged into it, for that we just say "Ok Google, turn on the TV".
To turn on the headphones, we just say "Ok Google, turn on the stereo"; the stereo is plugged into via a TP-Link HS-105 wall plug.
To turn on the Sony soundbar we just use the remote, but I guess I could set it on a TP-Link HS-105 wall plug too.
So no magic, just a few wifi-enable devices.
