changes to startup only happened with 2.1.1
Do you have UAC turned on?

Thank RuT for making me feel less lonely
v2.1 works for me on Windows 7 x64
About loops, you don't need to restart. You have to close push2run.exe in the task manager.

User Access Control Settings is set to "Never Notify" and I'm the administrator of my PC.
I have tried several times to kill push2run in the task manager, but it restarted.
That's the reason why I desinstalled V2.1.1 it in safe mode.
I've now installed V2.1 and it's ok.

ok - I suspect the problem with v2.1.1 has to do with uac being turned off on your machine, which as far as I can see overwhelming advised against.
Regardless, I will look at my code and see if I can do anything about it.
I don't have windows 7 so if it turns out to be related to window 7 itself that will be another story altogether.
If you have time, and you wanted to verify, you could try turning uac on for your windows 7 machine (I use the default setting of 'notify me when applications try to make changes to my computer' on my windows 10 machine) and see how it works.
If you do decide to do this, I would appreciate you posting back with your feedback.

I tried to set UAC turned on (I used like you the default setting of 'notify me when applications try to make changes to my computer'), I have restarted my computer and now I can open Push2Run 2.1.1.
But now I can't start Push2Run with the administrative privileges. Nothing happens if i click on "start Push2Run with administrative privileges".
The program starts without them.

for clarity,
The option in the options window - under startup - which reads the 'start using administrator privileges by default' applies to when your PC first starts or is rebooted (it does this by putting an entry in your windows program startup folder).
This is not the same as in the main window, under the Actions, where the action 'Give Push2Run administrator privileges' can be used to do just that when the program is already running with normal privileges.

I found a way to use 2.1.1 with User Access Control Settings set to "Never Notify"
-first you have to turn uac on
-reboot you PC
-install 2.1.1 in option check "start using administrator privileges by default"
-you can now turn uac off
-reboot you PC
Push2Run can now run with UAC set to "Never Notify"

Same problem here, 2.1 was working correctly, 2.1.1 is broken on windows 10 64bit
